  • Hardware Resources
  • Connecting to the Internet

Take a liberal amount of your intended audience and the services you think they are likely to need. You can't be too generous here — you will never anticipate everyone’s needs and how they will individually gobble up a good supply of information. Choose server software that can provide for this intended audience and add two other major ingredients: software for reading, writing, and filtering all the anticipated information types and sufficient resources, both hardware and human. Mix these ingredients together and you have a good plan in the making, with little chance of ending up with anything half-baked!
